Ghana's Deputy Minister Calls for Stronger Protection of Creators' Image, Voice, Identity and IP in the AI Era

A silhouette of a creator holding a microphone and a paintbrush behind a translucent shield, with pixel fragments drifting away outside it and geometric patterns on both sides, symbolising protection of creators' image, voice and identity in the AI era

According to Ghanaian media, Mohammed Adams Sukparu, Deputy Minister for Communication, Digital Technology and Innovations, said at the launch of a digital content platform in Accra that the government would support the creative industry through improved digital infrastructure, skills development and a GH¢20 million seed-funded development initiative, and would prepare the industry to use artificial intelligence without compromising creators' rights. According to the local technology outlet TechFocus24, he said technology must empower the creator, not erase the creator, and that as AI tools become increasingly able to generate and modify digital content, the image, voice, identity and intellectual property of artists need stronger protection against unauthorised use of their work or personal identities.

It should be noted that this is a policy statement by a government official at an event, not a new AI copyright law or a formal draft bill, and it should not be read as Ghana having adopted new rules protecting creators from AI.

It is, however, a clear signal of policy direction: in the AI setting, the debate on creators' rights is extending from copyright in works to personal attributes such as image, voice and identity, and to unauthorised use, piracy and whether creators receive fair value. The Ghanaian government launched its National Artificial Intelligence Strategy on 24 April 2026.

Ghana is building frameworks for artificial intelligence, data governance and digital regulation, and whether this statement leads to concrete rules on copyright, personality rights or platform obligations is worth following.
