November PCT Search Fee Equivalents Require Fresh Quote Checks

WIPO has published revised currency-equivalent amounts for search fees charged by several International Searching Authorities. According to page 134 of the PCT Official Notices, from November the Korean Ministry of Intellectual Property (MOIP) search fee is USD 325 for Korean-language documentation and USD 867 for English-language documentation; the Eurasian Patent Office (EAPO) amount is USD 104 for Russian-language documentation and USD 462 for English-language documentation; and Rospatent’s amount is USD 104 for Russian-language documentation and USD 520 for English-language documentation. These are equivalent amounts tied to particular authorities, languages and payment currencies, not a uniform worldwide increase in PCT fees.

Equivalent amounts, not one global fee schedule

PCT search fees depend on the International Searching Authority involved and on the currency in which the receiving Office collects payment. Where an equivalent amount is required, WIPO adjusts that amount under the applicable PCT framework. The November changes should therefore be treated as an operational pricing update rather than evidence of a general PCT fee increase.

Quotes should be checked against four variables

Firms and in-house teams should update November quotation templates and payment checklists by verifying the selected ISA, the language of the search documentation, the payment currency and the date on which the fee applies. A single ISA can carry different equivalent amounts depending on language, so relying on the authority name alone is not enough for accurate quoting.

ISA eligibility remains a separate question

The revised amounts do not expand the range of International Searching Authorities available to an applicant. Eligibility still depends on the receiving Office and the applicant’s circumstances under the PCT framework. In practice, the safer workflow is to confirm ISA eligibility first and then calculate the applicable amount by language, currency and effective date.
