On 03-28-2019, this 04-02-1991 entry was amended to add "printed" before "instructional manuals" to clarify the goods. For goods sold as a unit, the predominant elements of the unit should be listed first and the goods will be classified accordingly. See TMEP Section 1401.05(a).
