On 01-01-2017, this 04-02-1991 note was amended from "This is a fertilizing growth medium. Note that non-fertilizing growth media, such as mulch, peat moss and top soil, are in Class 31" to "Manure is a fertilizing growth medium. Note that non-fertilizing growth media, such as mulch and peat moss are in Class 31." The reference to "top soil" in Class 31 was deleted, as it was transferred from Class 31 to Class 1 in compliance with Nice 11-2017.
