On 7 August 2026, the Intellectual Property Office of the Philippines (IPOPHL) and the National Telecommunications Commission (NTC) formally launched a dedicated electronic portal for administrative site blocking. Film and television right holders, software companies and owners of well-known marks can submit online infringement evidence directly through the portal; once IPOPHL makes the relevant determination, internet service providers may be instructed to restrict the domain at DNS level, with the process designed to move within five working days. An initial list covering more than 20 cross-border pirate streaming sites was implemented alongside the launch.
The practical shift is significant because enforcement no longer depends solely on the slower route of seeking a court injunction before access can be disrupted. Faster administration should make evidence packaging, domain identification and continuing monitoring more valuable to right holders, while also putting greater pressure on the quality of notice, objection and review procedures. Site blocking can shorten the commercial life of large-scale piracy and counterfeiting operations, but durable enforcement will depend on transparent standards and an effective response to operators that simply migrate to new domains.
